Building Permits are required for any window replacement in either a residential or commercial structure.

When Is a Permit Required?

Building Permits are required for any window replacement, and must be obtained before any construction work begins.

If your project includes interior work, such as a Kitchen or Bathroom Remodel, please visit our Bathroom & Kitchen Remodels page to apply for permits for the entire project.


Who Can Be Issued a Permit?

  1. Contractors who are licensed by the State of California with a classification appropriate for the work that will be performed and have a current Business Tax Certificate.
  2. Owners of a building or their legal representative.


 

How to Apply

Step 1.Step One: Building Permits

  • Submit a Building Worksheet through our Online Permit Center*
    * NOTE: You will be taken to our login page first before you can submit a Building Worksheet
  • In the Worksheet, upload and all associated documents*

* ENERGY FORMS: You must provide the appropriate energy forms for your window replacement work:

  • For residential projects 3 stories or below, you may complete the Oakland CF1R Energy Form for Fenestration webform or provide another approved energy form
  • For residential projects 4 stories or above or commercial projects, provide a completed NRCC-ENV Building Energy Efficiency - Title 24 Compliance Form (not the simplified form). Compliance forms may be found on the California Energy Commission website

Step 2.Step Two: Application Review

Once we receive your application and have created it in our system, we will review your plans. If we need further information, we will contact you.
