Downtown Oakland Specific Plan Draft

The Downtown Oakland Specific Plan (DOSP) was adopted in July 2024. It is accompanied by a package of Planning Code, Zoning Map and General Plan amendments that will help implement the plan.

The DOSP includes adopted changes to the City's Zoning Map, the Planning Code, and the General Plan to help meet DOSP goals. These changes allow for taller buildings with more housing units downtown to provide more homes and jobs, and meet Oakland's environmental goals. They also allow for more flexibility in the types of businesses operating on the ground floor of buildings to create a lively and culturally rich downtown. A new benefits program called the Zoning Incentive Program (ZIP) encourages developers to provide community benefits like affordable housing, space for small businesses, public restrooms, and job training.

The proposed changes to the Planning Code and General Plan, as well as the Final Draft Environmental Impact Report (FEIR), and the DOSP, were considered and adopted by the City Council at the following hearings.

Adopted DOSP Amendments

The updated Planning Code, Zoning Map and General Plan Land Use and Transportation Element (LUTE) are available on the Planning Bureau website and in the Oakland Municipal Code.

The DOSP and its implementing amendments went into effect on August 29, 2024.

New Chapters in the Planning Code

Two new chapters have been adopted into the Planning Code which regulates the development and activity that can take place on private property in the City of Oakland.

Draft Amendments (2022)

Zoning Districts MapFrom 2019 to 2023, the City of Oakland held a series of virtual public meetings to solicit feedback on draft zoning amendments. This input has helped shape the Final Draft Zoning and General Plan Amendments. Click here to get information about past DOSP Meetings.

Most of the proposed zoning maps and amendments to the Planning Code and General Plan were published on April 27, 2022. Details about the Zoning Incentive Program (ZIP), including base and incentive intensities and required community benefit contributions, were released on July 6, 2022. Some maps were also updated on July 6. The public comment period closed on May 26, 2023. The final draft amendments were revised in response to feedback and were released for final public review in April 2024.
