Background

The planned Brooklyn Basin Project (PUD06010) consists of a mix of residential, commercial, civic, and parks and open space uses that was initially approved by the Planning Commission on March 15, 2006 with an Environmental Impact Report, and for which a Development Agreement was executed on July 18, 2006 by the City Council. Following a legal challenge, final entitlements were granted in 2009. The approval includes up to 3,100 residential units, 200,000 square feet of ground-floor commercial space, a minimum of 3,950 parking spaces, 29.9 acres of parks and public open space, two renovated marinas (with a total of 170 boat slips), and an existing wetlands restoration area.

The project is a Planned Unit Development with Preliminary Development Plan (PUD06010), which allows the development to occur in phases, implemented through a series of Final Development Plans (FDPs). The project is split into 4 phases.

Current Status

A Brooklyn Basin Marina Expansion Project was approved in May 2023, including an increase of 600 residential units (for a Project site total of up to 3,700 units), an allowance to relocate planned tower sites, an update to the parking ratios, and marina improvements to accommodate a water taxi/shuttle service.  

All Phase 1 Final Development Plans have been approved including for Infrastructure, Parks, and Buildings (Parcels A, B, C, F, and G). The Phase 1 infrastructure has been built, the Phase 1 parks have been built, and 3 of the Phase 1 buildings are built or under construction. Phase 2 Infrastructure FDP and 2 Building FDPs are approved.

The Brooklyn Basin Master Developer (Master Developer) has submitted a separate application to the City to amend the Development Agreement, the General Plan Designation, and the underlying zoning district to allow for increased residential density at Brooklyn Basin, as well as to expand marina facilities in the Oakland Estuary at the planned parks. The City is conducting environmental analysis of that application and will later consider the merits of any amendments to the project.
