Economic Development Strategy 2023-2028

The City of Oakland's Economic and Workforce Development Department (EWDD) works to ensure that all communities in Oakland are healthy, strong, and thriving. Our goal is economic opportunity for all Oaklanders and equitable conditions for intergenerational wealth building. The City is seeking assistance with the completion of an Economic Development Strategy organized around actionable initiatives to achieve shared goals over a five-year time horizon. The community-designed and evidenced-based strategy will center the Oakland businesses, workers and communities most impacted by racism and underinvestment.

Oakland's 21st-century economy has both global reach and strong local roots. Our communities are our competitive edge in the Bay Area. With 26,000 homes projected over the next decade and population growth of more than 50,000 during the last decade, Oakland is poised to lead as a model for sustainable growth. Our manufacturing legacy has given rise to technology enhanced creative industries developing augmented experiences and regional prominence in advanced industries such as bioscience. Strong local policies have also created gateways for the next chapters of cleantech and cannabis, reversing the disproportionately negative impacts on the security and environment of Oakland's communities of color. Leveraging these new opportunities into local benefit is the basis of our economic strategy.
