The Safer Housing for Oakland Program (SHOP) offered grants to support seismic retrofits of apartment buildings with five or more units and a "soft story" condition between 2018 and 2022. SHOP documents and forms for owners pre-approved to proceed with retrofit design.

• SHOP Retrofit Process Summary(PDF, 208KB)
  A one-page summary of step-by-step instruction for design development, permitting and construction, and reimbursement. Owners should refer to this document first with any questions as they move through the program.
• SHOP Design Construction And Reimbursement Guidelines(PDF, 626KB)
  Detailed guidelines for SHOP participants, including eligible activities, bidding and permitting procedures, and reimbursement.
• SHOP Owner Instructions(PDF, 159KB)
  Detailed step-by-step instructions for how to proceed with SHOP.
• SHOP Documentation of Design or Construction Bids-For Owners(PDF, 298KB)
  Form for owners to summarize their bids for design OR construction and indicate their choice. Submit to SHOP with actual bids and completed Design Bid forms, if applicable. If bids are for both design and construction, contact SHOP for instructions on how to complete this form.
• SHOP Reimbursement Request(PDF, 253KB)
  Once the retrofit permit is final, submit this form with invoices and proof of payment to request reimbursement from SHOP.

• SHOP Design Bid Form For Engineers(PDF, 164KB)
  Bidders must complete this form for the design portion of each project. If design and construction are combined in one bid, the design portion must be described separately here.
• SHOP Engineering Services Addendum(PDF, 556KB)
  Addendum required to be signed by owner and engineer for all design contracts reimbursed by SHOP
• SHOP Project Description(PDF, 180KB)
  This simple form is required for FEMA review and must be completed by the permit applicant to describe the seismic, non-seismic, and potentially visible measures being taken.
• Permit Application(PDF, 138KB)
  This is a standard permit application. It must be submitted directly to ESHP with the Project Description, design, and calculations.
• SHOP Construction Services Addendum(PDF, 550KB)
  Addendum required to be signed by owner and contractor for all construction contracts reimbursed by SHOP.
