The Safer Housing for Oakland Program (SHOP) offered grants to support seismic retrofits of apartment buildings with five or more units and a "soft story" condition between 2018 and 2022. - SHOP Documentation of Design or Construction Bids-For Owners(PDF, 298KB)
Form for owners to summarize their bids for design OR construction and indicate their choice. Submit to SHOP with actual bids and completed Design Bid forms, if applicable. If bids are for both design and construction, contact SHOP for instructions on how to complete this form.
- SHOP Reimbursement Request(PDF, 253KB)
Once the retrofit permit is final, submit this form with invoices and proof of payment to request reimbursement from SHOP.

- SHOP Project Description(PDF, 180KB)
This simple form is required for FEMA review and must be completed by the permit applicant to describe the seismic, non-seismic, and potentially visible measures being taken.

This is a standard permit application. It must be submitted directly to ESHP with the Project Description, design, and calculations.

SHOP provides financial assistance but is not involved in enforcement.
