Phase 2 will work with the Oakland community to advance the following goals:

  • Build a transportation system with safe and reliable options for everyone
  • Create more livable and walkable neighborhoods with access to grocery stores, entertainment, stores, libraries, and parks
  • Develop parks and recreational spaces, especially in underserved neighborhoods, so everyone can enjoy natural spaces
  • Protect neighborhoods from excessive noise near freeways, airports, and industrial areas
  • Improve city infrastructure, including roads, bridges, sidewalks, public restrooms, and fire stations
  • Identify and meet the needs of Oakland's diverse communities

Phase 2 Project Team

The Phase 2 General Plan Update process is led by Joanna Winter and members of the Strategic Planning Division.

Portrait of Planner IV, Joanna WinterJoanna Winter, AICP, is a planner with the City of Oakland's Strategic Planning Division, applying her experience in local government, advocacy, and consulting to develop long-range plans and policy. She is currently project manager of a specific plan to guide the fast-paced growth in Downtown Oakland toward more equitable community outcomes. She is co-lead of the Department of Planning & Building's racial equity team, and has a Master of Regional Planning from Cornell University, Bachelor of Arts in Liberal Arts (Sociology major) from Grinnell College, and background in housing policy and development, land use policy and planning, community engagement, food systems, cohousing development, and community design for social factors including health, safety and community interaction.
