Head Start and Early Head Start

The City of Oakland Head Start and Early Head Start Programs offer free early childhood education and care, prenatal education and family services to low-income residents. These programs help prepare children for school from birth to age five.

Staff and parents work together to implement an Individual Development Plan for each child. This plan addresses each child's intellectual, social, emotional and physical health and continued growth and development.

  • Early Head Start serves children from birth to 2 years old.
  • Head Start serves children aged 3 to 5 years.

Head Start Options and Locations

Based on the child's age and your preferred care environment, there are many options available for Head Start and Early Head Start:

  • Center-Based: Traditional classroom setting available at various locations throughout Oakland
  • Home-Based: Weekly 90-minute educational visits to your home
  • Family Child Care Providers: Small group education and care provided in licensed homes
