Find Affordable Housing
The City of Oakland does not provide real estate or rental locator services. We suggest the following methods to find affordable housing in Oakland:
The City of Oakland is pleased to share two resources for finding affordable housing opportunities across Alameda County and beyond - The Bay Area Housing Finance Agency has has launched the new Doorway Housing Portal for affordable housing listings at housingbayarea.org, and Alameda County has created a portal focused on Alameda County that can be accessed at https://housing.acgov.org/. These portals do not currently include all affordable housing listings, so it would still be a good idea to conduct additional research to find listings not provided on these portals.
Rental assistance and referrals to affordable housing - Contact Eden I&R (dial 2-1-1) for their affordable housing resources, including referral to affordable and subsidized housing and referrals for short-term rental assistance payments.
Public housing and Section 8 housing vouchers are managed by the Oakland Housing Authority.
Rental projects already constructed - see our directory of assisted housing to find all affordable housing projects in Oakland. Contact the managers of these units to determine if units are available and if you are eligible. Many projects have waiting lists.
Contact commercial and non-profit rental and real estate agencies.
Contact Affordable Housing Developers:
- Homes/ownership units already constructed - contact the non-profit developers to inquire about the status of homes they may have built and sold.
- Projects underway - Contact the housing development department for projects underway to determine when ownership and rental units will be completed and when applications will be accepted.

About
This program helps implement the City's and Redevelopment Agency's affordable housing development programs. Staff works with for-profit and non-profit developers to revitalize neighborhoods and increase housing opportunities through new construction, substantial rehabilitation and preservation of rental and ownership housing for very low-, low- and moderate income households. Staff implements the City's annual Notice of Funding Availability (NOFA) process to make competitive funding awards for affordable housing projects and monitors the City's and Agency's portfolio of more than 75 projects to ensure proper management and maintenance and compliance with rent and income limits.
The City of Oakland is committed to providing affordable housing for its residents. Since 1988, we have funded the development of over 6000 units of housing. The City has many funding programs that work with non-profit developers to increase the number of affordable housing units. Housing Development Loans and Grants
The City provides financing to developers to increase and preserve affordable housing in Oakland. These funds are available from the federal government's HOME program and other local funding sources.
Affordable Housing New Construction Loan Program
Funds are allocated annually in a competitive process through a Notice of Funding Availability (NOFA). The NOFA is typically published in September, applications are due in November, and funding commitments are approved by the City Council in February or March. This allows developers to use our funds to leverage other affordable-housing funds, such as the low-income housing tax credit. Learn more about the New Construction Loan Program.
Affordable Housing Health and Safety Rehabilitation Program
This program provides loans to owners of existing multifamily affordable rental housing to prevent or address health and safety conditions.
Affordable Housing Acquisition, Rehabilitation and Naturally Occurring Affordable Housing (NOAH), Preservation Program
This program provides loans to developers to cover the costs related to acquisition, rehabilitation and preservation of affordable rental housing.
Predevelopment Loan Program
The Predevelopment Loan Program provides loans to non-profit housing developers to cover pre-development costs (feasibility analysis and preparation of loan applications) and to cover costs of preparing projects for syndication. Learn more about the Predevelopment Loan Program.
