Title VI Policies & Procedures
The Civil Rights Act of 1964 (Title VI) states that no person in the United States shall, on the ground of race, color, or national origin, be excluded from participation in, be denied benefits of or subject to discrimination under any program or activity receiving federal financial assistance. The purpose of the Discrimination Complaint Form is for anyone who believes they have been subjected to discrimination, intimidation or retaliation in the receipt of benefits and/or services from the City on the grounds of race, color, national origin, sex or age.

The City of Oakland is committed to the equitable delivery of and access to services. At no cost to the individual, we offer language assistance services for people with limited English proficiency and we provide accommodations and appropriate aids for people with disabilities to ensure meaningful access to and the opportunity for full participation in the City's programs and activities.
The City of Oakland does not discriminate on the basis of race, color, national origin, disability, age, or sex. "Sex" includes sexual orientation and gender identity. The City has a policy of non-discrimination in its programs, activities, and regular course of business. We will not intimidate or retaliate against any individual or group for exercising their civil rights or act with the purpose of interfering with these rights.
Many laws outline legal protections and Oakland's responsibilities, including:

- 40 C.F.R. Parts 5 and 7
